Detective James Carter is on vacation in Hong Kong and gets entangled with a Chinese smuggling ring. He teams up with Inspector Lee to stop the ring, which is led by the dangerous and elusive gangster, Ricky Tan. Their investigation takes them from Hong Kong to Los Angeles, encountering dangerous situations and cultural clashes along the way.
