In this era where the Anti-Organized Crime Law has made life difficult for yakuza, a semi-criminal group of young people called "RED CROW" was running rampant in the city. Looking down on this chaotic city from a rooftop was Hideki Yagi (Hideo Nakano), an officer in the Metropolitan Police Department's Community Safety Division.
