In this era where the Anti-Organized Crime Law has made life difficult for yakuza, a semi-criminal group of young people called "RED CROW" was running rampant in the city. Looking down on this chaotic city from a rooftop was Hideki Yagi (Hideo Nakano), an officer in the Metropolitan Police Department's Community Safety Division. He and his junior officer, Yanagida (Masaki Nakayama), were supposed to be cracking down on crime in the city... but Yagi was secretly connected to Yabuta (Hiroshi Shinagawa), a yakuza member of the Hayashida gang, and was even making deals with "RED CROW," effectively reigning as a dark ruler of the underworld. Fed up with the semi-criminal group, Yabuta used Hachisuka (Ryohei Abe), a former Hayashida gang member who had been expelled, to launch an attack on "RED CROW." However, Yagi's cruel and ruthless plan had already been set in motion...!
