A corpse is found in the Bay of Wilhelmshaven. It soon becomes clear that the dead man was an officer in the Dutch KFOR troops in Kosovo. During his investigation, Chief Inspector Holzer meets sailing instructor Michael Kühnert and his deaf wife Elena.
