Surya IPS, a brave and righteous police officer, is transferred from his hometown of Nagercoil to Chennai. Upon arrival, he faces powerful smugglers and corrupt officials who operate with impunity. Surya vows to clean up the city, often resorting to strong-arm tactics to bring criminals to justice, much to the chagrin of his superiors but to the admiration of the public.
