Colonel Guile leads a United Nations task force to a Shadaloo-controlled island to rescue hostages taken by the corrupt dictator General M. Bison. Bison, a megalomaniac drug lord, has developed a doomsday weapon and demands a ransom. Guile must team up with street fighters Ryu and Ken to stop Bison's evil plan and save the world.

The film was a critical and commercial disappointment, widely panned for its nonsensical plot, poor acting, and deviation from the source material. Despite a strong box office opening, its reception was overwhelmingly negative.
