Mild-mannered number one janitor at the Hong Kong Consolidated Construction Company, Penrod 'Pen' Pooch, secretly dreams of being a martial arts master. Using his incredible agility and a few accidental discoveries, he transforms into the masked superhero Hong Kong Phooey, a karate expert who fights crime with the help of his mentor, Spot the cat. Despite his bumbling nature, Phooey always manages to solve the case, often with a little unintended help from the police.
